I want to develop my own e-commerce website but i am not a programmer – i am a retailer on a limited budget?
I have a little computer experience but I am willing to learn more.
I would like to know where I could get all the programs (preferably free at this stage) to design & publish my own e-commerce website that allows me to sell online with credit cards, paypal, etc

Not going to happen. With only "a little" computer experience, sending you to a site that offers even ready made scripts to work with would only serve to confuse and frustrate you. My best recommendation is you hire a web developer, or start learning HTML code from scratch. Especially with an ecommerce website. I can honestly not think of any more complicated function to put on a website.
Not the task for an amateur. Perhaps if you were throwing up a family site for friends, but with no experience I would suggest you either spend an extreme amount of time learning design and applications or find someone who will create your site. While your budget may be a concern, I am sure you can find someone to work with you. Sorry, if this was not the answer you wanted.

See I will suggest you to hire a web developer. As you are building a e-commercial site, so the quality must be good so that you can get better business.
If you will try to learn and then start the thing, it will be late and you may loose a lot of business and also the quality matters.
You invest money in the application and you will get double output soon.

As said above, it is not going to happen: designing a full e-commerce is a very complex task for an amateur. You need a graphic designer for your basic image-page, a publicist to make that site appealing to surfers, and an excellent coder to implement all the features.
From scratch, with the learning curve, you could do it in a year or two (if you are quick learner).
Your best bet:
Go to http://www.rentacoder.com and place your request.
You will find good coders there.
Do not expect any successful design if you offer less than 1000 us$…
